This article provides a summary of the most common traffic offences and fines in Bulgaria.

Driving offences have different sanctions, which depend on the seriousness of the offence.

Driving without a valid e-vignette

It is unlawful to drive a vehicle on a road, included into the scope of the paid road network, without having paid that fee. The fine for not having a valid e-vignette for cars is BGN 300.

The National Toll Administration determines infringements through the stationary and mobile cameras of located on the road. The National Customs Agency is also authorized in the cases where the vehicle leaves the territory of Bulgaria. The driver is not obliged to provide the e-vignette that is issued or any proof of the payment.

Driving licence offences

A fine of BGN 10 shall be imposed on a driver who does not present to the control bodies a driving licence, a control card and the registration certificate of the motor vehicle driven or a document for a concluded obligatory “Civil Liability” driver’s insurance.

A person driving a motor vehicle without being a qualified driver, without holding a license, valid for the category, to which the vehicle operated by him/her belongs will be fined between BGN 100 and BGN 300.

Speeding offences

A driver using a device interfering with the instruments used to measure the driving speed of the motor vehicles pays fine amounting to BGN 50.

In case of exceeding the allowed speed limit in a built-up area the following fines and penalties are due:
  • BGN 20 for exceeding the speed limit with 10 km/h;
  • BGN 50 for exceeding the speed limit with 11 to 20 km/h;
  • BGN 100 for exceeding the speed limit with 21 to 30 km/h;
  • BGN 400 for exceeding the speed limit with 31 to 40 km/h;
  • BGN 600 for exceeding the speed limit with more than 40 km/h;
  • BGN 700 for exceeding the speed limit with more than 50 km/h and loss of license for three months; and for each next 5 km/h of exceeding the speed limit with more than 50 km/h the fine shall go up by BGN 50.
In case of exceeding the allowed speed limit outside of built-up area the driver pays the following fines in Bulgaria:
  • BGN 20 for exceeding the speed limit with 10 km/h;
  • BGN 50 for exceeding the speed limit with 11 to 20 km/h;
  • BGN 100 for exceeding the speed limit with 21 to 30 km/h;
  • BGN 300 for exceeding the speed limit with 31 to 40 km/h;
  • BGN 400 for exceeding the speed limit with 41 to 50 km/h;
  • BGN 600 for exceeding the speed limit with more than 50 km/h and for each next 5 km/h of exceeding the speed limit with more than 50 km/h the fine shall go up by BGN 50.

Drink and drug driving offences

One of the most serious of road traffic offences is driving while under the influence of alcohol or drugs. It is unlawful to refuse to be breathalysed or tested with drug screening test, and you could be disqualified from driving for a period of two years and either fined up to BGN 2,000.

You commit a drink driving offence if an alcohol test finds that you have blood alcohol concentration of more than 0,5 per thousand. In this case the fines and penalties are as follows:
  1. for more than 0,5 per thousand and less than or equal to 0.8 per thousand – a loss of license for a period of 6 months and a fine of BGN 500;
  2. for more than 0.8 per thousand and less than or equal to 1,2 per thousand – a loss of license for a period of 12 months and a fine of BGN 1,000.

Please note that a driver with alcohol concentration in his blood exceeding 1.2 per thousand shall be punished by imprisonment from one to three years and a fine from BGN 200 to 1,000. As well, a person who drives a motor vehicle after he has used drugs or analogues thereof, shall be punished by imprisonment from one to three years and a fine from BGN 500 to 1,500.

Parking offences

A fee of BGN 20 shall be imposed on a driver who has improperly parked.

A fine of up to BGN 200 is due when the driver parks in a space, designated for vehicles, serving individuals with permanent disabilities or for vehicles, adapted and operated by individuals with permanent disabilities.

A driver who parks a road vehicle in public parks, gardens, children’s playgrounds, areas exclusively reserved for pedestrians and sidewalks in settlements, outside the areas permitted for such purposes pays fine from BGN 50 to BGN 200.

Other traffic offences and fines in Bulgaria

It is an offence to drive a vehicle, which is not in good working order and a driver can be sanctioned by a fine of:
  1. BGN 50 – in case of finding minor deficiencies;
  2. BGN 200 – in case of finding major deficiencies;
  3. BGN 500 – in case of finding dangerous deficiencies.

There is a legal obligation in Bulgaria to be restrained when driving. This rule applies both to drivers and passengers. A fee of BGN 30 is due when:

  • a driver uses a mobile phone when driving, or
  • does not use a safety belt, or
  • a passenger in the car does not use a safety belt.

It is legal to use a mobile phone connected to a hands-free device.

If the driver refuses to give his/her documents to the control authorities, or in any way obstructs the inspection by the control authorities, or refuses to obey an order by the traffic control authorities, a deprivation of the right to drive a motor vehicle for a period from 1 to 6 months and a fine between BGN 50 and BGN 200 shall be imposed.
